Three important issues facing junior colleges today in forming their relationship with the community are the necessity of 2-way communication and participation, shared or resident control over neighborhood-oriented programs, and physically blending educational facilities into the on-going community structure. In 1963, a Federal policy emerged which encouraged native villages to incorporate under Alaskan law, but once a village incorporates there are no safeguards that it will remain native-controlled.
