A Report on the Status of Black Studies Programs in Midwestern Colleges and Universities.

This study reviews the philosophical background and legal status of black studies programs in the U.S., and reports specifically on the results of a survey of these programs in Midwestern institutions of higher learning. Questionnaires were sent to a total of 296 four year colleges and universities in Michigan, Iowa, Ohio, Wisconsin, Indiana, Minnesota and Illinois. The survey results indicate that there has not been a significant decline in the popularity of black studies among students. The programs that exist attract both staff and students. There are, nevertheless, several areas of unmet needs. Although a majority of programs are supported only by university funds, a disproportionate number of these note very small budget allotments from their universities. Professors teaching in the programs are often not directly trained in black studies disciplines. There are also problems with university requirements. Many students are required to take more than the number of courses otherwise necessary for graduation in order to enroll in a black studies program. As part of this descriptive study, an analysis of government legislation which affects black studies programs is included. Hearings on relevant legislation before the 91st-94th Congresses are discussed briefly. A brief review of literature on black studies programs and a detailed description of the survey procedure and results are also included. (Author/GC)
