For any administrator evaluation system to work, reasonableness, integrity, and trust must be present, according to the author of these descriptions of two California evaluation programs in the Los Angeles County School District. These two programs are intended to comply with California's Stull Act, which mandates personnel evaluation in the schools. The first plan (South Whittier School District) incorporates position descriptions to be used as the basis for judgment. A sample position description for a building principal is included. Each principal decides how to use these guidelines in formulating his or her own performance objectives. Assessment is conducted by the superintendent. In the second program (Wm. S. Hart Union High School District), the evaluator is asked to compare an administrator's performance with the school board's wishes and with adjunct duties, in addition to the administrator's own program objectives.
