The purpose of this study is to make suggestions for primary schools to become organizational learning environments, by searching the relationship between the characteristics and behaviors of school administrators and the formation of an organizational learning environment in primary schools. The author used a survey model in this research and collected data by administering a questionnaire to a sample of 469 primary school teachers (Grades 1-5) and branch teachers (Grades 6-8) who work in 25 primary schools in the city of Burdur, Turkey. The findings of the study suggest that primary school administrators in Burdur have the personal characteristics that are required to have an effective organizational learning in the highest level. However, they show the characteristics of providing intellectual stimulus, reaching satisfactory decisions by colleague interaction, and considering seniority as an important factor while delegating responsibility in a lower level.
