Finding Ways to Effectively Prevent Sexual Abuse by Youth

Youth with sexual behavior problems pose a complicated challenge to the society. Yet the society has succeeded in developing only a limited range of actions and attitudes to grapple with and prevent this problem. Very few of the social service and criminal justice systems have rallied to create compassionate models that not only address and respond to complicated issues posed by youth with sexual behavior problems, but that work, with an eye towards prevention. Furthermore, most social services, as well as the criminal justice system, are designed as tertiary prevention approaches--they take action only after sexual violence has been committed. STOP IT NOW!, a national non-profit organization working to prevent and ultimately eradicate child sexual abuse, advocates for adding a public health approach to achieving the primary and secondary prevention of sexual abuse by juveniles--prevention before sexual abuse is perpetrated. Using the innovative work of STOP IT NOW!, this article highlights the needs and issues faced by the parents of juvenile sex offenders, and suggests potential public policy changes for the creation of a social environment that can deal effectively with the issue of youth with sexual behavior problems.
