Indiana Third Grade Reading ISTEP+ Scores Comparisons in a Public Elementary School to a Public Elementary Charter School

The purpose of this study was to determine if there was a difference with student achievement at third grade in reading with a traditional public school as compared to a public charter school; both schools were a part of the Southwest Region School Corporation. This quasi-experimental study compared third grade ISTEP+ scale scores in English/language arts among the two schools from 2004-2005 to 2009-2010 school years. The study also examined the curriculum being implemented at the schools to impact student achievement and the instructional methods that the teachers employed at the third grade level to prepare students for reading instruction. Next the study looked at whether growth in reading scores, academic freedom over curriculum, instructional methods, and multiple assessment instruments impacted student achievement between the two schools at third grade with English/language arts ISTEP+ scale scores. It was concluded that there was no significant difference between a traditional public school and a public charter school impacting student achievement in third grade in reading with the ISTEP+ English/language arts scale scores, through surveys of the third grade teachers and by interviews of the principals of each perspective school.
