The Policy-Making Process of the State University System of Florida.

The policy-making process of the State University System of Florida is described using David Easton's model of a political system as the conceptual framwork. Two models describing the policy-making process were developed from personal interviews with the primary participants in the governance structure and from three case studies of policy decisions made during the 1974 fiscal year by the Florida Board of Regents. The findings of the study supported the thesis that decision-making authority becomes more centralized under stress. The standard form of the SUS decision-making process was shown to collapse under stress, and the collapsed form of the process was shown to eliminate the formal participation of institutional representatives and of the university presidents as units within the formal decision-making structure. The research confirms the findings of other authors who have taken the position that the political model offers valuable insights into the dynamics of decision-making in academe. This study is an extension of previous research on academic governance and on the process through which interest groups influence policy decisions in higher education. (Author)
