The history of Prior Learning Assessment (PLA) can be traced back to World War II when the American Council on Education (ACE) began conducting credit evaluations of military training. However, it wasn't until the 1970s with the inception of adult-serving colleges such as Charter Oak State College (COSC) and others, the altering of ACE to expand its program to "help students by aligning workplace learning with college and university degree programs" (http://www2.acenet.edu/), and the creation of the Council for Adult and Experiential Learning (CAEL), that the acceptance of these credits toward a degree began to gain a foothold. At this time, the phrase "prior learning assessment" (PLA) was coined. It included the acceptance of American Council on Education (ACE) credit recommendations, noncredit recommendations by colleges, standardized tests such as the College Level Examination Program (CLEP), and portfolio development--a way for adults to demonstrate college-level learning. This article examines Charter Oak State College and its recent activities to strengthen its PLA program.
