These are tough times for adult and community learning, with many providers struggling to sustain a broad curriculum offer that includes a wide-ranging adult learning programme. South Devon College is determined to keep its flourishing adult offer alive but realises that, with funding increasingly scarce, it has to find innovative ways of ensuring that the wider benefits of learning are available for all. The area served by South Devon College is characterised by extremes of wealth and poverty. The college has always maintained a significant liberal arts-based curriculum, supported by fee-payers, alongside its more vocational, employment-led provision. The transfer of Torbay Council's Adult and Community Learning (ACL) department to the college under the Learning and Skills Act gave it the community presence it needed in order to attract some of the most difficult-to-reach and least advantaged learners; learners who, in many cases, had had no taste of learning since leaving school. Against a background of national decline, ACL at South Devon has maintained its enrolment numbers, at over 4,000, offering a reasonably priced service which includes work targeting those who have benefited least from learning. Providing this service has depended on additional funding secured, in one way or another, through partnership working. One of the ways in which the college has sought to expand its funding options is through its encouragement of discrete support groups for learners with disabilities in each of the towns within Torbay.
