Designed to ensure proper application of environmental and other laws which protect Native American cultural resources, this handbook summarizes the laws that protect cultural resources, describes the proper application of those laws, and offers suggestions to aid Native Americans in taking an active role in ensuring that laws are effective. Part I, "Laws That Protect Cultural Resources," reviews the California Environmental Quality Act, various federal protection acts, and laws that secure access. Part II, "Getting the Law to Work for You," contains sections on meeting a crisis and on avoiding a crisis. Section 1, "Meeting a Crisis," discusses: being informed; where to get assistance; getting an attorney; how to organize; getting public support; and being effective in hearings. Section 2, "Avoiding A Crisis," discusses: getting local laws adopted; persuading property owners; and informing the government about local cultural resources. Part III, "Information Section," contains a directory, sample letters and press release, state guidelines, resolutions, historic landmark programs, sources of funding, sources of additional information, a glossary, an index, and a list of statutes, cases, and regulations.
