Prepared for instructors in adult literacy programs, this paper summarizes a reading curriculum designed to meet the needs of a predominantly Spanish-speaking community. The reading instruction curriculum is presented as a sequence of educational objectives under five headings: basic skills, structural analysis, vocabulary, comprehension, and functional literacy. The philosophy of measuring student competence is discussed, and a method is described which uses four levels of mastery applicable to any of the educational objectives and which can accomodate an individualized approach to instruction. The levels begin with awareness of what the target objective entails and progress to ability to serve as a peer tutor, introducing the task to a fellow student; application of the method is illustrated for a lesson that teaches the student to maintain a checking account. Two sample lessons are provided: a map making exercise in which students locate the places they visit most often, and a sentence structure game that facilitates oral and written language development.
