An Introduction to Basic Skills Education for At-Risk Youth: A Decision Maker's Guide to Principles and Practices.

This guide was developed to help Private Industry Council members and Job Training Partnership Act Service Delivery Area directors, planners, and program managers to develop new services by providing an introduction to the elements of effective basic skills programs. The guide is organized in three major parts. Part 1 reviews the research on the characteristics of at-risk youth and the needs of employers in order to highlight issues that must be taken into consideration in planning a basic skill strategy. Part 2 introduces the elements of effective basic skills program design based on a review of the literature and the experiences of successful practitioners. Among the issues discussed in the four sections of Part 2 are the role of competency-based instruction and some of the pros and cons of computer-aided learning; strategies for linking education and work; program elements that provide motivation and reinforcement; and aspects of a supportive learning environment. Part 3 provides a brief discussion of several key policy and performance management issues that must be addressed in order to establish a policy environment that supports and encourages basic skills programming.
