As Internet technology encroached on the public school classroom about a decade ago, Kim Ross, superintendent of the Houston (MN) School District saw an opportunity. The entrepreneurial spirit overtook Ross and his team, and out of that was born the Minnesota Virtual Academy and the Minnesota Center of Online Learning, or MCoOL--two virtual schools staffed by Minnesota teachers and open to any student residing anywhere in the state. Online education is growing annually at a rate of 30%, according to figures from the International Association for K-12 Online Learning, or iNACOL. Offering students opportunities to learn at their own pace in various settings is the direction education is taking. Indeed, the virtual classroom solves many problems facing public schools today, from teacher-qualification issues brought about by No Child Left Behind to questions of how to offer credit-recovery courses and advanced classes without incurring more personnel costs in the face of tightening budgets. This article discusses some policy issues that school administrators and board members deal regarding online instruction which include: (1) Seat Time Requirements; (2) Teacher-of-Record Policies; (3) Credit; (4) Credit Recovery; (5) Quality Control; and (6) Teacher Qualifications.
