Model State Plan Characteristics. A Guide for Refining State Plans for Career Education.

This guide for refining state plans for career education was developed to assist states in revision of their state plans to satisfy requirements of Public Law 95-207. The guide is divided into fourteen chapters. Chapter 1, the introduction, contains background information on the assessment conducted to develop the guidelines. (A full report of this assessment is contained in CE 023 030.) Chapters 2-14 present guidelines for revising the following elements of the state plan: rationale for career education; needs assessment; status of career education in the state; objectives of the state plan; implementation strategies; staff development; articulation; program management and implementation; evaluation; dissemination; budget; technical elements; and characteristics of the Local Education Agency plan. At the end of each chapter is a checksheet for coordinators to use as they review their plans to determine the need for revisions. (BM)
