Guidelines for Protection in Evaluation.

The report examines due process protections and requirements in evaluation as mandated by P.O. 94-142 (The Education for All Handicapped Children Act) and Maryland special education Bylaw. A checklist guide for Admission, Review, and Dismissal (ARD) personnel to ensure protection in evaluation is provided. Self check guidelines touch on 16 aspects, including informed parent consent, nondiscrimination, areas of assessment, use of assessments in ARD placement decision making, primary language or communication mode, assessment administration guidelines, and requirements of the written reports and signature. Five appendixes to that section are included, such as sample summary sheets and a guide for nonbiased assessment. Also addressed in separate topics are evidence of compliance with 94-142; a list of anticipated inservice needs, objectives, competencies, and strategies; a model for conducting assessments of mild to moderately handicapped children; and suggestions for evaluating children with low incidence handicapping conditions.
