A statewide assessment was made of the vocational education delivery systems assisted under the Carl D. Perkins Vocational and Applied Technology Act of 1990 and the Job Training Partnership Act (JTPA), as well as the coordination between them, in Kansas. The study indicated that minimum set-asides for serving targeted populations were made under both programs. The numbers served and placement percentages were also appropriate. However, the state lacked the funds needed to serve all adults needing retraining. The study also found that coordination between the two programs exists at all levels. Some of the recommendations made were the following; (1) career development should be highlighted, concentrating on individual career development plans for all students; (2) vocational-technical programs at all levels must be upgraded to enable completers to compete in the international marketplace; (3) area vocational-technical schools should be renamed technical colleges; (4) the state should develop a process to measure the increased earnings that accrue to JTPA participants as a result of their participation in the program; (5) efforts should be made to track where clients are placed and how their jobs relate to their training; (6) JTPA service delivery areas should maintain separate performance data for each vendor so that their effectiveness can be evaluated; and (7) obstacles to joint action by various agencies should be identified and removed.
