The project reported on here was established to develop an item pool to reflect the universe of content set down in "Education in the Primary and Junior Division" (EPJD), which was adopted by the Ontario Ministry of Education in 1975 to provide a general framework for the justification of curricular decisions; to provide a curriculum change indicator, a diagnostic instrument for determining how closely a given classroom reflects the content set down in EPJD; to produce a manual of instructions to accompany the instrument for use by teachers and administrators; and to prepare a report describing the process, the results, and the findings of the study. This is the report. It contains, along with a discussion of the item selection process and a description of the refinement of the curriculum change indicator, manuals for both the curriculum change indicator and the item pool, the EPJD teacher behavior assessment instrument, and the curriculum change indicator.
