The Harlan County Public Library Literacy Project (Kentucky) provided rural-oriented, basic literacy, and oral history programs to a community of 100,000-200,000. The goal of the project was to produce six booklets about local people and issues, to be used as literacy materials in programs with Appalachian students. Students wanted to produce stories about people's experiences of living in Appalachia, stories that value their culture and help to preserve it. The first booklet, "Hard Times Happy Times," is a collection of stories written by a Harlan County literacy student. While only a few students were comfortable writing such stories, many students were willing to tell the stories. As a result, the rest of the booklets were developed through taped interviews with students and local residents from Harlan and Letcher Counties, and members of the Virginia Black Lung Association. The booklets were sent to 28 libraries in the Eastern Kentucky area, and shared with county literacy personnel, Kentucky Literacy Commissions, and members of the Community Based Literacy coalition sponsored by the University of Tennessee.
