An annotated conference program, a narrative summary of the main document, and a detailed list of items and recommendations for conference consideration comprise this working document for the 1982 International Congress on Universal Availability of Publications (UAP). An introductory presentation outlines the structure of the Congress and defines the concept and scope of UAP, which includes printed, audiovisual, and electronically-published materials. Subsequent chapters consider five issues related to UAP: (1) publication access and availability to users, including methods of evaluating user information needs and the orientation of professional information training towards concepts of publication use and availability; (2) the production and supply of publications, including aspects of authorship, printing, publishing, copyright, and distribution; (3) acquisition policies and practices, including the development of systematic national acquisition policies and the requirements and mechanics of effective systems; (4) the organization of publication repositories and their links with acquisition and interlending systems; and (5) national and international interlending, including levels of satisfaction with interlending, speed of supply, and cost factors. A summary list of ideas notes the need for national information planning and development, for international cooperation in the provision of publications, and for further research into UAP. Various model systems and lists of recommendations are proposed throughout the working document. (ESR)
