Despite the convincing argument for the importance of early childhood education world-wide, more than 200 million children under the age of five and living in developing countries do not reach their developmental potential. Early childhood educationalists have explored over a decade and still ask the same questions regarding appropriate health, growth, and development of young children. This may be the explanation for the plight for extensive international early learning research to be considered the challenge and focus of current debates today. This article explores preschool educational viewpoints from the perspectives of Belize, Central America. This information is based upon areas of: (1) Belizean Educational System; (2) Challenges in Belizean Education; (3) Historical Significance of Belizean Education; (4) Belizean Ministry of Education; (5) Abandonment, Institutionalization and the Rights of the Child; (6) Early Learning in Developing Countries; (7) Conclusion; and (8) Implications on Public Policy.
