School Disaffection--Perspectives from across Europe

"Children and Youth at Risk in Urban Education" (CAYAR), a network of the European Educational Research Association, has brought together pioneering researchers to address school exclusion, truancy, dropout and disaffection. Four books have been produced by the network since 1997: "Children and Youth at Risk and Urban Education" (Day et al 1997); "Multi Service Schools: Integrated Services for Children and Youths at Risk" (van Veen et al, 1998); "An International Comparative Perspective on Children and Youth at Risk" (Walraven and Broekhof, 1998); and "Combating Social Exclusion through Education" (Walraven et al 2000). School disaffection, at-risk young people, behaviour problems, social exclusion, disadvantage: all have been addressed with a promiscuous disregard for terminology. A number of themes arise from the experiences of the group, all of which point to work in progress--a lot more work in progress: (1) Knowledge about what different countries do and what works; (2) Evidence-base and evidence-based approaches; (3) Theories of welfare and support for "at risk" young people; and (4) The policy environment and its choices of solutions--projects, core services enhancement or macroeconomic adjustments.
