Disproportionate Minority Representation in Suspension and Expulsion in Minnesota Public Schools: A Report from the Minnesota Department of Education

The suspension of any student is problematic for students from all groups. Suspension and expulsion as interventions are inadequate to change behavior unless they are paired with teaching replacement behaviors. However, African American/Black, American Indian and Hispanic students are suspended and expelled at rates that are disproportionate to their White peers in Minnesota. Through funding from the Dropout Prevention Retention and Graduation grant, the issue of disproportionate minority representation (DMR) in suspensions and expulsions was further explored. Three focus groups were conducted in July of 2009 with 62 participants--principals, superintendents, student services staff, teachers and parents--to review Minnesota Education trend data regarding suspensions and expulsions as well as juvenile justice data. The purpose of the discussion was to identify decision-making processes and policies that may have the unintended influence in the outcome of disproportionate minority representation in suspension and expulsions and to identify ways the Minnesota Department of Education can address alternatives to those processes and policies. This report of the three focus groups on Disproportionate Minority Representation (DMR) in Suspension and Expulsion examines the findings from each discussion group, including a summary of their written responses and the pre-post survey.
