Is Private Schooling Becoming the Preferred Model of School Choice in Australia?

It is possible that private schools in Australia may soon become the major providers of education at the senior secondary level. In this paper I describe the context for public and private schooling and report trends that point to the likelihood of such an outcome. The complex arrangements for public and private funding make Australia a rare example of a "quasi-voucher" scheme in operation. I refer to the tight framework of accountability that may constrain the independence of the private sector in the future. (Contains 5 tables and 3 notes.)
