In 2005, the five community colleges in poverty-stricken eastern Arkansas galvanized to develop capacity to train a skilled workforce, increase educational access and attainment, and transform the regional economy. The Arkansas Delta Training and Education Consortium (ADTEC) includes Arkansas Northeastern College, Blytheville; East Arkansas Community College, Forrest City; Arkansas State University-Newport; Mid-South Community College (MSCC), West Memphis; and Phillips Community College of the University of Arkansas, Helena. MSCC and the ADTEC prove the power of partnerships. ADTEC has garnered more than $36 million to develop and support advanced manufacturing, renewable energy, transportation, and allied health programs designed to engage and retain students from high school through a bachelor's degree. The ADTEC programs are in various stages of development and deployment, but since fall 2005 have trained approximately 10,000 individuals in advanced manufacturing, renewable energy technology, and transportation technology. Allied Health programs in occupational therapy technician, medical laboratory assistant, surgical technician, pharmacy technician and medical assistant are under development, and most will begin enrollment in fall 2010.
