The Impact of the Skills Development Levy at a South African Higher Education Institution: The First Five Years

Within the broad context of its National Human Resource Development Strategy (2001) the South African government has implemented two pieces of legislation, namely the Skills Development Act (Act 97 of 1998), an attempt to boost the nation's productivity by increasing skills levels in the workplace, and the Skills Development Levies Act (Act 9 of 1999), as the means to fund the initiative. In this article we outline the context of skills development in South Africa and give a brief account of the mechanisms in place to promote it. We then focus on its implementation at a higher education institution over the first five years of the legislation's operation, with particular regard to its major objectives--namely, to increase investment in, and opportunities for, skills development in the workplace. The article draws on the University of Zululand's workplace skills plans and implementation reports and the responses from staff members to a questionnaire on the efficacy of skills development at the University. It concludes that, overall, the objectives of the skills development legislation, at least at this particular institution, are being met. Investment in education and training in the workplace has increased, and the workforce is being provided with the opportunities to acquire new skills. (Contains 2 tables.)
