When the Higher Education Funding Council for England (HEFCE) asked the author to undertake a review of modern language provision in England, it was in response to concerns in the sector about falling numbers and diminishing funding. The challenge therefore given to him by HEFCE was both to review the situation and to make recommendations that would help to ensure the long-term sustainability and vitality of modern foreign language provision in HE. In this article, the author narrates his discoveries while reviewing the situation of higher education modern language provision in England. His first major discovery: there is no single place where all the relevant data are pulled together. His next major finding was the discovery of just how great the differences are between the perspectives on and the views of the future from different parts of the language teaching community. In the HE sector, one of his most disturbing discoveries was that there continues to be a lack of parity of esteem in universities between modern language departments and language centres, which, although not universal, is undoubtedly widespread. On the other hand, he found both more pedagogical innovation and more creative use of new technologies in language centres than in modern language departments, as well as an explicit focus on skills development for students. He added that of the 17 recommendations in his report, 12 are directed at universities.
