Leadership and Ethics in Career Development

In 2002, public safety professionals in California developed a unique, groundbreaking curriculum targeting an audience of in-service, pre-supervisory, professionals from all three major public safety disciplines--corrections, law enforcement, and fire. This article features the California Public Safety Leadership & Ethics Program (CPSLEP), a statewide industry collaborative of the California Community College Chancellor's Office Public Safety Education Advisory Committee developed through a federal Perkins grant. The advisory committee sought the grant and initiated the program in response to statistics indicating that recent legislation, the "Enhanced Retirement Bill," would lead to massive retirements among supervisors and managers in the public safety professions. The advisory committee established guiding principles to ensure that the new program would be comprehensive and bring the concepts of leadership, with an emphasis on ethics, to the forefront of an individual's career, not after a promotion to the supervisory ranks. The program involves participants from all three of the major public safety professions. Through such an inter-professional approach to leadership development, the program intends to build greater understanding of the mutual concerns and desires that exist among public safety professionals.
