Transnational Governance of Higher Education: On Globalization and International University Ranking Lists

This paper is about globalization in higher education and how "globalism" is playing a role in stimulating university transformation around the world. The authors' specific focus is on international university ranking lists. Such lists are being given increasingly more space and attention in the mass media and by governments as well as by supranational organizations and the universities themselves. There has also been an increase in the number of ranking lists, each one presenting somewhat different criteria and procedures for identifying ranking positions. International ranking lists are considered to have transformative powers concerning the organization and quality of higher education institutions and their identity. In this paper, the authors are dealing with a particular aspect of these possibly transformative powers as they consider international ranking as a specific technology of government, heavily related to the ongoing globalization of higher education. More precisely, the authors are describing and analyzing university ranking lists as instruments in transnational governance of higher education. By doing so, the authors also hope to put forwards arguments concerning principles of globalization and education, and to draw attention to a new mode of regulation.
