Today's Policy Contexts for Special Education and Students with Specific Learning Disabilities

This article presents the author's address on the 2008 International Conference of the Council for Learning Disabilities in Kansas City, Missouri. In this keynote address, the author focuses on the Individuals with Disabilities Education Act (IDEA), the No Child Left Behind Act (NCLB), and students with specific learning disabilities (SLD), and seeks to contextualize special education and put it into the context of the world around it. The author offers some knowledge, from the author's perspective as a lawyer/policy analyst, about special education and the factors that mightily influence it.
