Improving Outcomes for Infants and Toddlers in the Child Welfare System
Abernethy, Pamela L.; Hall, Mimari A.
Zero to Three (J), v29 n6 p28-33 Jul 2009
The authors describe a survey of 284 dependency court judges which examined four areas of judicial practice: (a) the extent of the judges' knowledge of infant and toddler development, (b) court capacity to initiate and sustain systems change, (c) the use of judicial authority to initiate systems change, and (d) the barriers judges face in taking action to improve outcomes for infants and toddlers. Overall, the survey findings showed that the collaboration among system stakeholders was the most helpful factor that judges have experienced when taking action to improve outcomes for infants and toddlers.
