This update reports the passing of Dr. Lane Murray, founding superintendent of the Windham School District in Texas and two time president of the Correctional Education Association. It also discusses the reauthorization of the Workforce Investment Act (WIA). In hopes of informing deliberations aimed at the reauthorization of WIA, the prestigious Council of Economic Advisors (the other "CEA!") issued a report in July titled "Preparing the Workers of Today for the Jobs of Tomorrow." This report outlines the best thinking about future job growth--what fields will require additional workers--and the types of preparation American workers will need to quality for and succeed in tomorrow's jobs. The "real" CEA--that is the Correctional Education Association--has had ongoing involvement with collaborative work across disciplines and organizations in preparation for WIA reauthorization. Past CEA president Dr. Owen Modeland served as a member of the prestigious National Commission on Adult Literacy. That commission's summative report calling for a new "Marshall Plan" for adult education, titled "Reach Higher America, Overcoming Crisis in the U.S. Workforce," calls for a serious "scaling up" of adult education services, as well as for structural changes in adult education programs. That report, as well as the Council of Economic Advisors report, strongly influenced the initial proposals for a new WIA introduced in Congress by Kennedy in the House and Webb in the Senate, respectively.
