The Devil Is in the Details: A Response to the Report of the Postsecondary Review in Ontario

This article discusses the recommendations of the Postsecondary Review Panel's Final Report--"Ontario: A Leader in Learning." The Postsecondary Review was announced by the government in the Ontario Budget 2004 to "review the design and funding of Ontario's postsecondary education system and recommend innovative ways in which its institutions can provide the best education to students and support Ontario's prosperity". The purpose of this paper is multi-fold. First, this paper will set the context for the decision to commission Rae to conduct a study and provide recommendations. Second, this paper will provide a summary of the Rae Review process. Third, a summary of what the Rae Review Panel heard will be presented. Fourth, the position and politics of the approach to the Rae process will be discussed. Fifth and finally, the findings and recommendations of the Rae Report will be summarized and a critical review will be presented.
