Reforms of Basic English-Language Education in China: An Overview

This article presents an overview of China's major reforms of basic English-language education since the mid-1980s. It begins with a description of English provision at the various levels of the formal education system to provide some background information on the scale and requirements of English-language teaching (ELT). Next, it reviews major reforms in the areas of curriculum, syllabus, and learning materials, as well as teaching methodology, and discusses various problems arising from the reform initiatives. The article concludes by examining three deep-seated issues concerning language in development: the problematic discourse of development, the gap between policy initiatives and available resources, and the predicament of educational inequity.
