Let's Look at Academies Systemically
Glatter, Ron
Management in Education, v23 n3 p104-107 2009
In this article the author seeks to look at the policy on Academies from a broader perspective, briefly touching on issues of democracy, autonomy, governance and accountability and arguing that the policy must be considered holistically. Individuals should focus not on an Academy or Academies in isolation but on their relationship with the rest of the school system, given that Academies are and will remain for the foreseeable future a small minority of all publicly funded schools. In the author's view this approach has been seriously neglected as the policy has developed over the past nine years and the small amount of research that has been done has not taken it seriously either. Policymakers, teachers and researchers should consider the impact of Academies on the schooling system as a whole both locally and nationally. The Academy model should be compared with other frameworks, both new and existing, in an open-minded way and using a broad and inclusive set of criteria. Much closer attention should be paid to the perspectives of families--students and their parents or guardians. If individuals follow these prescriptions the author believes they will be able to avoid the unjustified hype, both positive and negative, that has surrounded the Academy program in England over the past few years.
