Supplementary Professional Education in the Strategies of Working Specialists, 1995 to 2005

Supplementary professional education is a link in the structure of Russian education; there is neither any clear-cut program for its reform nor any visible results. According to the definition that has been adopted, it refers to an education that has been acquired on the basis of a higher or a secondary professional education; it is offered in institutions of supplementary professional education and in structural subunits of educational institutions of higher and secondary professional education on the basis of supplementary educational programs that are in keeping with the requirements that have been established by state standards, and it culminates with a final certification and the issuance of the corresponding document to the trainee. In this article, supplementary professional education is examined first and foremost as an important element of the mechanism for the activization of the country's intellectual potential, the development of which has not been the focus of adequate attention. For this study, a repeat analysis was made of the data of the Russian Longitudinal Monitoring Survey (RLMS). This data base was the most in keeping with the objectives of the study thanks to its scope, which made it possible to single out a fairly representative group of workers acquiring a supplementary professional education (the RLMS includes about 10,000 respondents, 4,000 of whom are members of the working population) and the possibility of tracing any changes in the situation of the exact same group over the span of a number of years. Selected for the purpose of the analysis were the files of the waves of 1995 (when the question of supplementary education came up for the first time), 1998, 2000, 2003, and 2005 (the last year that was accessible at the time of the survey), in which the object to be examined consisted of the working population, and two groups of it were compared--workers who had acquired a supplementary professional education and those who had not.
