"Everybody will tell you that the financial situation is in dire straits--from the federal government to the states, down to the school and higher education levels," says Jack Quinn, president of Erie Community College (ECC) in Buffalo, New York. It is a harsh reality that further exemplifies the need for community colleges to establish effective advocacy campaigns, notes Quinn. A former six-term member of Congress and lobbyist from New York, Quinn is no stranger to political budget wars. With so many competing interests vying for a slice of the same shrinking budget pie, he says, the question for community college leaders should not be how to get their story out, but how to ensure legislators identify with and understand their plight: to do what is necessary to emerge from the pack. This article provides tips on how community colleges can launch their own effective advocacy campaigns.
