Baccalaureate Community Colleges: The New Florida College System

In 2008 Florida's Senate Bill No. 1716 was enacted, which replaced the Florida Community College System with the Florida College System and presented 9 out of the 28 community colleges with the option to transition to state colleges. The purpose of this article is to provide an overview of Senate Bill No. 1716 and, in doing so, discuss the processes involved and related to this systemic change on the future of Florida's previous community college system. The state of Florida currently leads the community college baccalaureate movement and, as a result, faces new and unforeseen challenges for the future. The current Florida College System will undergo many changes and overhauls. The implementation process thus far, including the six months following the enactment of the legislation, has proven to be democratically transparent.
