As public services in Northern Ireland begin to implement the far-reaching changes required by the Review of Public Administration, the likely consequences for social work services, including children's services, are considered. As no change occurs in a vacuum, this paper sets the Review of Public Administration in the context of other significant issues and developments influencing practice. It evaluates the social work profession's state of readiness for the challenges ahead and concludes that, while the key elements are in place, considerable leadership will be needed to ensure a coherent response to the new systems and requirements, oversee implementation of statutory responsibilities and to motivate, guide and retain a suitably qualified, experienced and confident workforce.
