How and Why the European Commission Has Acquired the Right to Vote in a Europeanization Process in a Field of National Competency

In this article, the author offers an analysis of the Bologna process that draws from Foucault's theory. The author focuses on the objectives and orientations of the process and explains why the process was originally initiated. By mobilizing the concept of "episteme" and "legitimacy", the author highlights the role of the European Commission in the process and explains why it has acquired the right to vote in its piloting group after having been excluded at the beginning. The author also shows why the process is a matter of a new mode of governmentality. (Contains 1 note.)
