The Future of School Governance: Educational Excellence and Community Enhancement Going Hand in Hand

There is a shortage of school governors. The response has been to suggest a reduction in the number needed by decreasing the size of governing bodies or by forcing federation. Neither response is the answer. Reduction in size will place a greater burden on the few remaining governors and forced federation will distance incumbents from those things that motivate them. Therefore both are demotivating factors which militate against excellence. The governance model that Britain schools have is not fit for purpose. Statutory responsibilities force governing bodies to concentrate their efforts predominantly on those functions which a representative body is least able to accommodate. The solution would be to change the model or to change the purpose. This paper suggests that the latter is the preferable solution. (Contains 3 boxes and 1 online resource.)
