Leaders as Models for Collaboration: Meeting the New Challenges and Creating Opportunities with NCLB and IDEA

In spite of various opinions about the requirements of the No Child Left Behind (NCLB) and of the newly reauthorized Individuals with Disabilities Education Act 2004 (IDEA) and the difficulties with implementing these federal laws, people are beginning to see positive outcomes and improvement in the academic performance of students with disabilities as a result (direct or indirect) of these laws. To take advantage of these positive outcomes of the legislation, it is necessary for all educational leaders, general and special, to see opportunities and not just difficulties in implementing these laws in schools. It is equally necessary administrators provide teachers with the vision and belief in the possibility of improved educational performance of all students. In this article, the author discusses how collaborative models provide opportunities for instruction in the general education classroom with the classroom teacher supplying content area expertise and the special educator contributing modification and accommodation strategies to increase accessibility to instruction for students with disabilities. If this collaborative model is to succeed in the classroom, general and special educational leaders at the school and school-district levels must be models for collaboration.
