The Future for Lifelong Learning

The independent Commission of Inquiry into the future of lifelong learning, established and supported by National Institute of Adult Continuing Education (NIACE), has set itself the ambitious task of understanding both the motivation for engaging (and especially re-engaging) with learning through the life-course, and the infrastructure that is necessary to support individuals and groups. To do so requires the commission to have a very broad and holistic frame of reference. Its charge is to "undertake a major strategic review of lifelong learning" and to propose a "national strategy". The commission also wishes to make sensible, achievable and non-partisan recommendations about the future. Many of these will necessarily be about public policy and expenditure; but others will be about pedagogy, about practice and about effective spaces for learning and personal development. In this article, the author, as chair of the commission, reflects on the task ahead.
