Evaluators of Higher Education in Germany: Are They "Fit for Purpose"?

At present Germany does not have standards for the selection of evaluators of higher education, nor does it gauge their performance. However, more could be done to inspect the inspectors. For evaluations to be effective, evaluators need to have the required skills. This paper locates evaluations within the present context of German higher education. Examination of a case study of an evaluation of educational science conducted in Baden-Wurttemberg in 2003-2004 explores how experts are selected. The paper describes some of the problems they face and states why the term "fit for purpose" is still being defined among those working as evaluators of higher education. It concludes by suggesting that there might be room for the introduction of standards for evaluator selection in the German evaluation landscape. (Contains 2 tables.)
