Reforms in Higher Education in the Russian Federation: Implications for Equity and Social Justice

One of the major changes in the higher education sector in the new Russia involved restructuring, decentralization, and privatization, which affected traditional ex-Soviet universities and college. These reforms were brought on by shifting politico-economic imperatives in governance, globalization, and market forces. The second and unforeseen major change is the expanding nature of the higher education sector in Russia. In this article, the author describes the changes in the structure of higher education in Russia, how Russian institutions restructured its programs, and the changes in the Russian enrollment patterns. The author also describes the social change that transpired in Russian higher education and the changes in the Russian education policy during the 1990s. (Contains 1 table.)
