Building a Vision for Education in Benin

For the first time in Benin, the education sector has built its own vision. In the past, there were general policy laws, which provided a framework for education policy. The current building experience, arising in a particular context, is the result of a political decision to include in one document all the replies to the questions raised by the national community regarding the performance of the education system. The efforts made so far have certainly improved the situation. Nevertheless, there are so many dangers in areas where the gap between theory and practice reflects the lack of relevance and poor quality of the education provided. Given this situation, a shared vision needed to be developed, in order to ensure the rational, disciplined management of the sector, and to establish good quality basic schooling, accessible to all, which is able to supply the national economy with the human resources it will need in the future. This document aims to set out the main lines of the development of primary and secondary education in Benin over the period 2001-2006. It discusses the general context of education policy, the circumstances that led to the idea of building a vision, the preparation and content of the vision, and the implementation of the vision.
