How TIMSS-R Contributed to Education in Eighteen Developing Countries

The purpose of this article is to describe an independent evaluation of the impact, in eighteen countries, of the Third International Mathematics and Science Study of 1999-Repeat, usually referred to as TIMSS-R. The countries of interest were all low- and middle-income countries that had received financial assistance from the World Bank, after a request from the International Association for the Evaluation of Educational Achievement (IEA), which was responsible for initiating TIMSS-R. This article is adapted from an earlier evaluation report, which the author made to the World Bank in 2002. In collecting data to assess the value of their participation, questionnaires were sent to the National Research Coordinators (NRCs) of each of the eighteen nations. The author also contacted World Bank officers in many of these countries for their views, and made personal visits to three of the countries--Romania, Macedonia and Malaysia--in order to make case studies of the impact of TIMSS-R. Most NRCs responded quickly, but a follow-up message was required in seven cases. The questionnaire responses are summarized in this article, without identification of the respondents.
