Chartering and the Idea of Accountability Consequences: Adding Performance Value to Schooling

Accountability involves holding individuals and organizations responsible for agreed-upon promises to perform. This relationship between two or more parties includes formal structures that track results to determine if the parties who have entered into an agreement live up to that agreement. From the mid-1980s, states and districts in the U.S. have created new approaches to school-, district-, and state-level accountability systems that include consequences--rewards and sanctions--for performance. This approach was driven primarily by states setting standards for student performance in core subjects and then creating tests to assess school and student performance. This paper examines the idea of consequences in standards and market-based accountability systems. It does this by describing what the author calls the "consequences value chain" in schooling. It then links this capability with the interrelated capabilities of autonomy and capacity to develop a strategic framework for creating performance value in schooling. It goes on to illustrate how the U.S. effort to charter schools and develop statewide systems of chartering are preeminent manifestations of this new performance value framework in schooling. This paper closes by discussing the implications of this material for understanding the future of public education in the United States. (Contains 2 figures.)
