The System for Evaluating the Quality of Russian Education

Education in Russia, like the systems of education in other countries, is going through substantial changes: the priorities, structure, and content of education are changing; new standards are being adopted; and an independent system is being put together to assess the results of instruction and the quality of education as a whole. It is the quality of a country's instruction and upbringing that are increasingly determining the level of its development and are coming to constitute a strategic field that ensures its security and potential on the basis of the training of its rising generation. The central tendencies in ensuring a high level of education are an orientation toward meeting students' needs, and the creation of the conditions that are optimal for students' instruction and development. The quality of education is viewed as a comprehensive indicator that synthesizes all the stages of the emergence of the personality, the conditions and results of the teaching, learning, and upbringing process. It is also seen as a criterion of the effectiveness of the performance of an educational institution and the degree to which the results actually meet normative requirements as well as social and individual expectations. At the same time, an orientation toward the needs of employers is increasingly vital for professional education. In this case, the evaluation of the quality of education is of more than merely independent interest. It is the key to solving the most urgent practical problems in a country's economy, as well as in each individual educational institution. This article discusses the creation of a system for evaluating the quality of Russian education.
