Household Spending on Preschool Education and Upbringing

The empirical base for this article was provided by the results of two surveys of households of regional and Moscow samples, conducted by the Public-Opinion Foundation in September and October 2004. This article focuses on a description of the regional survey, and uses the Moscow data as an example of a more developed market of educational services. Among the scenarios of preschool education in the survey, the services of state and departmental preschool educational institutions were used more widely, while the services of private institutions were used by fewer than 5 percent of households. Even though Moscow households were 3.5 times more likely than rural inhabitants to use private nannies and tutors, the private education scenario was not widely prevalent. Only in a very few cases was a child's nonenrollment in a preschool educational institution made up for by hiring the services of private specialists. A combined strategy of upbringing turned out to be more widespread. The parents who were more likely to engage the services of private specialists were those whose children were attending state preschool educational institutions. This article attempts to determine which factors condition a household's choice of one of two main scenarios: (1) making use of the services of a preschool educational institution; and (2) providing upbringing in the home using the household's resources.
