The Quality of Education in a Nonstate Institution of Higher Learning
Shabanov, G. A.
Russian Education and Society, v47 n10 p47-59 Oct 2005
This article talks about the quality of education in a nonstate institution of higher learning. At a meeting of college and university vice rectors for instruction held in early 2004, it was suggested that all specialist training ought to be concentrated in state-run educational institutions. Analysis of practices in institutions of higher learning has shown that the quality of education in colleges and universities depends not only on the departmental affiliation and form of ownership of a particular institution but also on social, political, economic, organizational, material technical, psychological, and pedagogical factors. And that, improving the quality of education is primarily a pedagogical problem, which requires the creation and implementation of the conditions that are necessary in the teaching and upbringing process of an institution. Furthermore, an analysis of the methodological holdings of the departments and instructors shows that recommendations on the study of particular themes of academic disciplines, texts of lectures, materials for encouraging cognitive efforts on the part of students, plans and methods of conducting various kinds of classes, and didactic and handout materials have not been systematized within a common methodological plan. The author added that, study of this problem and many years of experience in organizing and administering the pedagogical process in institutions of higher learning make it possible to define the intra-institution mechanism for ensuring education quality.
